This bill would make abortion illegal from moment of fertilization, with no exception for cases of rape or incest. The bill does include an exception in the event there is a "risk of death or poses serious risk of substantial impairment of a major bodily function." A medical provider who violates the bill, resulting in fetal death, would incur a Class B1 felony, civil penalty, and the revocation of the provider's medical license.
