HB 64: Constitutional Amendment - Limit Governor Clemency Powers

If the constitutional amendment were to be passed by the General Assembly and by voters, the North Carolina governor would not longer be able to grant clemency without the approval of the General Assembly. This is a blatant power grab on the part of the legislature.
